Excel on OSX - won't jump to worksheets

When I select "Window" then "1" or "2" or whichever worksheet I wish to jump to, nothing happens. I haven't been able to do this for years but believe that at one time it was possible to do this. I'm using Mavericks on a 2014 MBA. Can't find any guidance online. Thanks for any help !
 
what version of excel - if you are on Mavericks am assuming it is 2011 - have you upgraded to the most current version?

I am on sierra and using 14.7.7 excel 2011 - windows menu works fine when switching in the window menu
