Excess Other Space

I have a 16GB iPhone 5S. I restored it after updating to 7.1.1 in order to clear some of the excess other space being used. As apps were synced, the other space rose from 657MB to 1.21GB. Is some of the other space from data in apps? Is there a way to clear it if not? Thanks for the help!
