Exchange 16gb for 32gb at AT&T or Apple store?

My 16gb iPhone 4 just arrived and i wanted to exchange it for the 32 and pay the difference. I ordered on ATT premier so anyone know If i have to go to ATT? Or can i go to Apple? Its still unopened also. I didnt get the 32 because i figured 16 was enough but now that i see what im going to put on it and i need the bigger storage.
