I have been experiencing high cell data usage on exchange services in iPhones running iOS 9 connected to office email zimbra server running active sync. Tap to download attachment appears in larger attachments but once it is tapped attachments opens instantly indicating that it was already downloaded. The problem is the same regardless of connection (wifi or cell)
Also Ios devices 9 with hotmail setup through exchange (Not Imap) also automatically download all attachments.
Devices running 8.4 iOS don't experience this issue, and tap to download initiates downloading procedure and you can see attachments downloading progress. In 8.4 only attachments less than 500-600kb are automatically downloaded, for larger attachments tap to download is required to begin downloading.
I think it is iOS 9 exchange services implementation that is causing this issue.
Updated iPhone to latest 9.2 but issue persists.
