Does anyone know of a way to activate syncing with Exchange for contacts, without the iPhone clearing all of the contacts that are already on it, and get it to just upload all of the existing contacts to exchange?

Your best option is probably to sync the iPhone directly with Outlook first (NOT with Exchange) in iTunes so that your iPhone contacts get populated in there. You'll probably have to create a new personal folder in Outlook to dump the contacts into. Then export the contacts from that personal folder and import into your Exchange account. It's a bit of a pain in the ass, but probably the only way to accomplish what you want to do.
 
Dont know of way to do what your asking, but there is a way to get your personal contacts with the exchange contacts.

I took all of my personal contacts and emailed them to my work email.
Added the contacts under a personal folder under my exchange account.

Now on the ipone, i have my personal group as well as the corporate directory. Any new contacts, i can add at work and email home, or vice versa.

not the best solution, but works for me.
