Just set up my iPhone with dual sim (pay monthly and PAYG). Can someone tell me what the three exclamation marks in the top right corner mean. See screen shot.

Network activation error. Try calling someone and see it it goes through.Either the provider hasn't activated voice/data or both yet or something pending from your device. Try to toggle on/off airplane mode or Restart the phone and check if it works. Else call your service provider.
 
Isnt it that as you have dual sim running its showing the signal strength for both sims? They arent exclamation marks but two separate signal bars for the two sims. It just so happens you have the same signal on both sims currently and as one sim is the bigger bars they end up looking like exclamation marks.

I've not used dual sim but sure someone will be able to tell you which set of signal bars is which sim.
