Exclude a Safari Website (in Lockdown Mode)

I must be missing something obvious here, but how does one add a website to the Excluded Safari Websites list when running in Lockdown?

There is a section under the Lockdown Mode > Configure Web Browsing settings to exclude websites in Safari

But the list is by default empty (on both my iphone and ipad), and the edit button is frozen out

I cannot find the way to add anything to the list.

Open Safari, go to a website, click the “Aa” icon on the left. Then website settings and finally turn off lockdown mode.
