Exernal HD always turning on?

Should my external HD always just randomly turn on? I understand the HD turning on if I need to access it, but why will the external HD turn on even while browsing the internet?
I have a 1 TB My Book Premium.

Sorry I forgot to mention that in my original post. Yes I am using it for time machine, but I have time machine turned off. I manually back up using time machine.

Same things happens to me with my 500gb My Book and my iMac. TM is off and every once in awhile my HD just starts doing its thing...

I think it is something to do with spotlight or the finder. One of them decides to check that the HD is still there about every 15 minutes. There was a whole thread about this a while ago, here. Nothing conclusive on fixing the issue was found, but the cause was found.
