Nope, I'm 99% sure it's the same thing. If you follow the links in the article, they go to the same bootrom-based news articles. Bootrom is hardware, is it not?
 
However, this is still a tethered jailbreak, meaning you won't be able to reboot the device without having it connected to your Mac or PC
That's great for people who are stuck on 4.0.2 or 4.1 but no way in hell am i giving up my untethered jb for 4.1.

This would likely cause Apple to tweak the hardware more than any antennna or proximity sensor problem.

Yeah, it's just a bootrom exploit. However, from what I've read, this should allow them to find an exploit in software to allow for an untethered jailbreak.
