1) When I put my G3 Lombard to sleep, I leave both Netscape (my email) & Explorer up. Frequently though, when I wake 'er up to resume work and I try & open a new Explorer page, I get "No such Device or Address" -- I then have to shut down Explorer & open it up again...This does't seem right to me...Netscape doesn't do this...WHY?

2) It takes about 40 seconds for Explorer to open to page, much longer than Netscape which takes all of 4 secs....WHY? (I have a large "favorites/bookmark" file, could this be it?):confused:

Try downloading and installing Internet Explorer for Mac OS 9 V5.1.7 if you haven't already updated.
 
Number one problem

Your problem is that you are using a mega outdated Explorer (2001) and there are no updates for it. It is possibly the worst browser out there. If I were you, I'd update to Panther (looks like you use 9.1) or even get Jaguar (which should run with your Mac).

There are other alternatives out there, use them.
