I'm not sure if this is the right sub for this question but hoping someone knows.

In the past, I've been able to select photos and export them to a new library to basically create nan archive system w/o taking up space in my iCloud. That option seems to be gone now. I swear I've done this! lol. Does anyone have a suggestion aside from exporting thousands of photos to a folder an importing to a new library manually?

Would this really be so bad? For archival purposes I've always found separating image files from software seems the safest practice in the long run. Export the images and have a backup of just the image files then create a copy to import them into a new library/proprietary software.
