I am backing up my photos app and the file says it is 47gb, but when I go to copy it to my external hard drive it is 100gb, can anyone explain this? I am using yosemite on my Macbook Pro and I am using the new photos app. I included a screenshot so hopefully this makes more sense.

As far as I know, the '46.64 GB/46.73 GB on disk' is not the real size of the photos library. Which means it contains some pictures that located in other folders, the photos library remembers the shortcut(alias) only. So when you copy the library, it will copy all pictures belonged this library.
