Express Checkout no longer available on Apple Store App? Whats fastest tonight?

So I have Express Checkout on my web browser Apple Store but not on my Apple Store App on iOS.

Upon searching Google, I saw that Express Checkout was introduced to the App in 2012. Is it not the case anymore? The toggle does not exist in the option of the app.

Does this mean that all Apple Store App purchases are just automatically considered "Express?" And that there is no difference?

What is faster still then? The App? If so, why were people talking about Express Checkout if the best bet is to just use the App?

Well with the iPhone 5 launch, you were able to preorder a few minutes earlier on the app then the website so I'm thinking it might be the same way tonight.
