Is there a way to extend the time before the Lock Screen dims? It currently does that in seven seconds. Or, is there a way to have the unlocked wallpaper to not be blurred like it is on the iPad? I sometimes want to be able to show my wallpaper for a period of time.

Long press on the lockscreen to bring up the blur options for the wallpaper.

You can turn on the always on display if you want the lockscreen on for more than then current time: Settings > Display & Brightness, then turn on Always On Display

Under Face ID & Passcode in settings, make sure “attention aware features” is turned on. This should keep the screen awake if you are looking at the phone.

Just turned off the blur option. Didn’t know about that. Always on has been on. The screen still dims after 7 second. It dims in 20 seconds when the phone is unlocked. Have to tap the screen in each case to brighten it.
