Extension Pop-up Change in 10.2.1

My friend Dr. DiZzY™ found this change in 10.2.1

You know when you change a file's extension, a window pops up and asks you if you want to change the extension? Well that stupid window doesn't come up anymore

Really? It isn't even an option in the Finder prefs (like the Empty Trash warning)? Most of us know what we're doing and wouldn't need the warning, but some granny could render her file unreadable.
