Lately, every time I launch Safari the extensions preference pane also launches with it.

I don't see anything by default checked that would be causing that to happen.

Is there a known bug under Mojave 10.14.2?

Actually, I found the issue...

If just ONE extension does not have a check mark next to it, the extension pane will continue launching with every Safari launch.

I just checked the unchecked extension and all is well.

I have several extensions that aren't loaded (don't have a check mark next to it) and I don't have the extension panel come up when launching Safari. Ever. So you likely haven't found any issue, you've just come across something that is particular to your setup.
