Mac Mini 2011 today but will be getting a 2018 once there's a definitive answer to the RAM self-upgrade issue.

Also in the market (for the 2018) for an external (duh) Blu Ray driver (reader; writer not needed).

Can be bus powered or external power adapter.

Any recommendations on one that will work?
 
Pioneer makes a few models that use USB Type A interface, either 1 USB 3 or two USB 2 ports, they supply a custom cable to use in either instance. I use a model that's around 4-odd years old - reader/writer, paid around $50 for it then, their BDR-XD05B, it's worked flawlessly for me since Day 1. All of them seem to have the same internals, IMHO easily the fastest reader/burner I've used. Power is supplied via the USB bus. I use mine with my 2012 Mini Server.

They really support the macOS platform, even recently posted FW updates for my old unit in both Win and Mac OS downloads on their support page which are nicely linked on each product page so I'd offer that you check their updates if you buy one of these, mine was last updated 9/2017.
