External devices not appearing on Mountain Lion desktop or devices list.

Finder > Preferences > General > "Show these items on the desktop:"

Does that answer your question? I'm not sure which "devices" you mean: external disk drives, scanners, printers, cameras, and iDevices are all devices, and there are many more. They may or may not be made to appear on the desktop.
