Hi,
I have a external SSD disk that works fine one my personal mac but is not showing up on my work mac. Both have macOS 10.14.

The disk seems to be mounted correctly but I cannot access the mounted path on /Volumes/Samsung_T3

Code:
➜ diskutil list
/dev/disk0 (internal):
   #: TYPE NAME SIZE IDENTIFIER
   0: GUID_partition_scheme 251.0 GB disk0
   1: EFI EFI 314.6 MB disk0s1
   2: Apple_APFS Container disk1 250.7 GB disk0s2

/dev/disk1 (synthesized):
   #: TYPE NAME SIZE IDENTIFIER
   0: APFS Container Scheme - +250.7 GB disk1
                                 Physical Store disk0s2
1: APFS Volume Macintosh HD 194.6 GB disk1s1
   2: APFS Volume Preboot 47.8 MB disk1s2
   3: APFS Volume Recovery 517.0 MB disk1s3
   4: APFS Volume VM 5.9 GB disk1s4

/dev/disk2 (external, physical):
   #: TYPE NAME SIZE IDENTIFIER
   0: GUID_partition_scheme *250.1 GB disk2
   1: EFI EFI 209.7 MB disk2s1
   2: Apple_HFS Samsung_T3 249.7 GB disk2s2

Code:
➜ mount
/dev/disk1s1 on / (apfs, local, journaled)
devfs on /dev (devfs, local, nobrowse)
/dev/disk1s4 on /private/var/vm (apfs, local, noexec, journaled, noatime, nobrowse)
map -hosts on /net (autofs, nosuid, automounted, nobrowse)
map auto_home on /home (autofs, automounted, nobrowse)
/dev/disk2s2 on /Volumes/Samsung_T3 (hfs, local, nodev, nosuid, journaled, noowners)

Code:
➜ ls -al /Volumes/Samsung_T3
ls: /Volumes/Samsung_T3: Permission denied

I tried un-mounting the disk and mounting it to a different directory but that fails:

Code:
➜ diskutil unmountDisk /dev/disk2
Unmount of all volumes on disk2 was successful

➜ mkdir ~/Samsung
➜ diskutil mount -mountPoint ~/Samsung /dev/disk2s2
Volume on disk2s2 failed to mount
If the volume is damaged, try the "readOnly" option
➜ diskutil mount readOnly -mountPoint ~/Samsung /dev/disk2s2
Volume on disk2s2 failed to mount
If the volume is damaged, try the "readOnly" option

Is this something that could be prevented by a profile installed on my work mac?

I have had similar problems with external hard drives. The most recent one was my iMac not recognizing the external hard drive and giving me the options to eject, ignore, or format. The problem ended up being the USB cable. Maybe you should eject it if shown on Disk Utility, turn off your Mac and the drive, check all the USB drive's connections (try another USB port on your Mac), then turn the drive and your Mac back on. Is the drive connected to a USB hub, or just the back of your computer?

Sometimes the external hard drive does not have the correct driver, in which case tha computer won't recognize. Other times it could be a bad USB connection.

In my case, this is indeed due to profiles installed by the admin where mounting external storage is disabled
