external display doesn't work on 10.14.6, but works normally on 10.14.2

I have external drive, and if i boot off 10.14.2, display works fine.

if i boot off 10.14.6, its detected, works while Apple logo is displayed, then garbles into noise on login screen and wont work normally.

it's a miniDP screen, connected via CalDigit TS3+ DP port
