I have been watching few YouTube video regards external displays and still get bit confused, most showing external 4k displays working fine but I'm having bit of a problem, now this could be down to my setup so will check before splashing the cash on something else. I have connected my MBA to 4k LG TV ( yeah I know is not a monitor) could this be the problem? and what I experienced is the image looks overstretched so half of the top bar is not visible same apply to sides and bottom, after adjusting scale text looked very nice etc., I'm not sure if this is fault of display or the way I connect to it or something else, I'm using Anker Usb C to HDMI 4k@60Hz adapter as most hubs only supports 4k@30Hz. I was looking at external displays this morning but don't want to spend 600+ if I still will have the same problems.
 
I agree, check your TV settings again. It's common for TVs to slightly enlarge the input even if the aspect ratio is set right, but usually there is another setting to have it not do that. My Samsung TV does something similar, and I have a 'Fit to screen' option that fixes it. Other brands might call it something else, such as 'overscan' or 'PC/Monitor mode'. What's the model of your TV? I'd be curious to look at the manual.

Monitors usually don't have this problem, it's just TVs that often overstretch the input. It shouldn't have anything to do with your Mac or the cables you're using.

Just checked TV again, there is no setting for overscan ect., I can only change aspect ratio, not the end of a world as I only wanted to check but would be nice to get this to work, on Mac under display changing the scale it does bring the bar down to 95% visible but this have to be on Large settings, Tv is fairly old now model LG uj634 so it lacks lot of new futures the strangest thing now is also connected to 1080 monitor and same thing, always image is overscaned, I think best thing will be to take this Mac to store and connect to external displays and see what it looks like as all them problem might be down to displays we have at home.

Looks like LG calls this 'Just Scan'.
Just Scan - Normally, the top and bottom edges of the screen are cropped 1-2%. Just Scan turns this cropping off to show the complete video.

I did try with just scan on and off both same results, when image is scaled for larger text the bar is the most visible, this gets worse as you scale the other way towards default, at default bar in not visible at all, tried other aspect ratios is well no change. also considering just getting usb to HDMI cable and not using the adaptor but don't see how this could effect that. Hope you can see the picture attached

I finally managed to get this working, Not sure why didn't work last time but had to get the 'Just Scan' to ON in TV and works great now.

Thanks for advice
