Checking if anyone else has this issue. I have an external SSD with public beta 2 installed, and internal drive that has a Bootcamp and a Sierra partition. If I switch startup disks to either internal options and restart I get a black screen and stands still, if I eject the external drive it works fine. I also had in beta 1 was hoping it would be fixed. And yes it is now reported to Apple.
 
Just wait, and wait and go brew coffee, eat or something. It WILL, eventually, start-up from the right disc. Alternately shut your machine down and remove the hard drive that's high on Sierra before restarting. That will do a much faster job.
