In what I thought was a wise decision, I partitioned my 2 TB external drive (1.5 TB for TM and .5 TB as ExFAT) to have space for TM as well as moving data between my Mac and a PC. I no longer need the ExFAT partition, it was the second partition on the drive. If I delete the ExFAT partition can it be merged into the TM partition without losing the TM backups? My TM drive is full and is prompting that it needs to delete old backups to make room for new ones.

If there is no data you need on the ExFAT partition, then yes, this can easily be done.

Just use Disk Utility to remove the ExFAT partition then grab the expando /// thingy and drag the top partition down to fill the empty space and apply that change. That will non-destructively expand/resize the top partition.
