external hard disk won't turn off

I did a clean install a few days ago, I noticed that before I did the yosemite clean install, whenever I eject my external hard disk, the hard disk stop spinning immediately. However, after the clean install, the same external hard disk does not stop spinning when I eject it. Any manual setting to manage this? thanks

its a retina macbook 13, mid 2014, yosemite 10.10.3
