External HD for System problems

I have good old Mac mini that the interenal drive went cablooey. I have been using an external for a long time with 10.5 and has been great. HAd a big storm that destoyed the external..... For some reason I can not get the Hard drive formatted to accept the system....

Thoughts?

What did you try exactly?

You formatted the drive but you are not allowed to install the system or you can't format the drive? Does the drive show up in Disk Utility at all?
