external HD formatting

i just bought a western digital USB 2.0 250G HD (only $140 afetr rebates!). I would like to fomatt it so i can use it on both a windows machine and Mac OS X. What format should I use and what is (journaled?) also, what exactly is this used for?

Macs can see FAT32 formatted drives, but windows cannot see HFS+. Format as FAT32 and both a windows machine and a Mac will be able to use the drive.
