I see three dots on the keyboard portion of that icon, implying there is an underlying menu. Are you able to “right click” on those dots and see if there is a way to disable the overlay? CMD+click perhaps?
 
Are you able to swipe it over to the other side of the screen?
I just tried swiping that icon on my iPad.. and you can indeed swipe it to another part of the screen. There is also a menu that appears when you long-press that overlay.
 
Sure, I can move it (swipe it) to the other side (which is fine) of the screen, but I want to completely disable it if possible. Is there a way to turn it off completely?

I haven’t verified it myself as I regularly use that floating keyboard window, but there's a solution on that Reddit thread you posted. Let me know if that works! If not, I'll keep digging.

Settings > General > Keyboards, there disable Shortcuts and Predictive.
 
The Reddit solution does not unfortuantely. Any help would be greatly appreciated.

Odd that it's not working for you. I just tried it for myself, that solution worked fine.

Do all of your other settings look like these?
