external monitor with 2015 rMBP grainy and fuzzy

Using my 2015 rMBP with my 29 inch LG ultrawide via HDMI to HDMI.

Text and images are very fuzzy around the edges and blurry. there is also a noticeable static/fuzzy/scattering scanline effect when looking closely at any particular spot of the monitor for a few moments.

anyway to fix this? it looks pretty garbage. This monitor works perfectly on my windows machine and also with my PS4

What is the resolution and refresh rates on your system for the monitor? Do they match with the native settings for the monitor.
