As far as I know it is only used for developers to invite beta testers for their app, not apple.

I think what he's referring to is that right now, Test Flight only allows a developer's private team to utilize Test Flight.

Apple stated they will release a feature set that will allow developers to allow Joe Public to be part of Test Flights as well... public Betas just like Yosemite for example.

I'm looking forward to this as well. Tired of manually cobbling together Beta Sites and having to add UDIDs to my developer device list and burning a development device slot for Beta Testers.
 
from what i read the devs need to register each UDID for beta testing and its limited to about 100 users, so testflight is kinda crippled. dont expect beta software like in android

That is not what we are talking about here. We are talking about the changes to the Test Flight program Apple announced.
