I bought an external USB-powered DVD Burner Drive that's on its way to me via Amazon. I know the MBA doesn't have a drive (because it's an Air and all) but does the computer have the capability to burn a disc once the drive is connected or do I need to download/purchase 3rd party software?
 
Finder has the option of a burn folder via File > New Burn Folder, Disk Utility can burn images (not the one you look at, images of other media, copies so to speak), and iTunes can burn audio CDs and MP3 CDs.

Can Disk Utility or Finder burn mp4 or MKVs to a disc?

Finder can burn MP4 or MKV files to a DATA disc, it will not create a video DVD or video BluRay, for that you need that Burn thing or that Toast Titanium thing.

And for backup purposes any external HDD might be a bit cheaper.
