For NON-jailbroken iphones:
Is it possible to create an app that extracts call list (incoming phone numbers) and / or list of incoming messages (just caller ID is needed).

I certainly hope not.
Do you want a programmer to have access to your phone numbers and/or incoming messages?
I don't.

Maybe if you use your own email client you'd get email messages.

Just to make sure, the idea is not to store/keep the numbers but use them as temp entities to auto send notification to them.

Still not possible.

As far as I know an app can request certain data like:

1. Contacts
2. Audio files
3. Pictures
4. Location data

But that's about it.

No SMS or call history or emails

You should look through the Push Notifications documentation. You don't need phone numbers to direct a notification to a user of your app.

Then this is definitely not going to work.

You want to get the called / iMessage / SMS, details - then send those callers messages from your app?

Apple would never allow such an app. (Thankfully)
