Okay so I like to download movies and such and stream them on my phone and then route them to my tv through Apple TV. I recently upgraded my internet to 30 Mbps speed. Now on my phone I do speedtest and I usually get that speed but when it comes to downloading I never do, although on my lte it downloads fine. I just tried downloading 2 files at once and now it's blazingly fast but once one of them finished it slowed down a lot... Any idea what that's all about?
 
If its Comcast, could be a powerboost thing, where a certain size file or files engages PB, for faster speeds, then when the file size drops, speeds get lower again. Or, could be a wifi bug with your phone, many people are experiencing erratic download speeds, even when scoring high on speedtests.

I'm starting to think its the phone. At my friends it's the same thing. But on lte it's fast and so is on my iPad...
