Its a DLNA* media streaming server that (used to be) installed with Elgato EyeTV TV tuner software. It was demoware only - you needed to pay for full functionality.
Get rid of it & check its not set to run on startup.
*DLNA is s system that allows Smart TVs and other devices to display "Media type not supported" messages or blank screens when networked to your computer. Rumour has it that, if you use the same brand of software and hardware end-to-end, and fortune is smiling on you, you can sometimes get it to play video, too.
thanks...i had uninstalled eyetv but i guess this was left around. found a uninstaller on elgato web site.
