"your passcode is required to enable face ID"

It says this every single time. It doesn't even try to authenticate. Iphone 11 Pro Max iOS 13.2.2
  • I've reset face ID
  • added an alternate appearace
    • Both multiple times
  • Turned phone on and off multiple times.
  • Face ID area is clean and free from dust
  • Animoji work fine in messages.
    • i can cover up the camera and get a camera covered message
  • selfie camera works fine and tracks head
  • snapchat filters work
  • turned all settings on and off
  • there is a screen protector on the phone (but it doesn't cover up the face ID area) and i've had it on the entire time i've had the phone.
  • i've reset the entire phone, loaded a blank profile, same thing happened intermitently
  • restored my phone from an icloud backup.
Any ideas why this is happening all of a sudden. It seems to be random too and it only started about a day after i updated to 13.2.2.
 
...and one trip to the apple store and i've got a brand new phone and even a new screen protector.

They restored my phone from iTunes from scratch and wanted me to keep using the phone without any of my icloud backup info. The problem happened immedietly again on the fresh set up. Then after the 3rd diagnostics test, the true depth camera finally came up as failed and my phone was then replaced.
