I got FaceTime activation problem on my iPad Air since iOS 8.1.2

About 1-2 weeks ago, when I want to use FaceTime to call someone, I found that it has logged out from my Apple ID (FaceTime and iMessage), but iCloud and App Store were remained logged in. When I inputed my password in FaceTime and tried to log in. A message popped up and said" An error occur during activation. Try again."

I try in later and it is still the same. Then, I tried to restore my iPad from backup. It was still the same. Then, I tried to restore it again, but set up as a new iPad. It was still the same again. When I saw iOS 8.1.3 said it fix a problem for FaceTime, i thought that may be my problem. However, after I updated to 8.1.3. The problem is still existed.

I have tried to use another Apple ID. I still cannot use FaceTime. At the same time, there is no problem on the FaceTime on my iPhone 6 and MBA. I am sure that my password is correct.

Anyone can help me what is going on??
