I remember when I first upgraded to ios7, FaceTime will use the image from the front facing camera as the background, but I'm using ios 7.0.1 now, the background seem to be just pure black. Is it just the way it is now? Or it's a bug?

Possibilities, sorted by probability:

1) Increased Contrast was turned on - turn it off under accessibility options
2) It's a bug - clear FaceTime out of multitasking and relaunch it
3) Your front facing camera is broken/out of order and not detected
4) Your iPhone doesn't want to show you anymore

Non of above worked for me. Thanks though. I did a hard reboot (hold home button and sleep button) and it didn't fix it. I'm pretty sure the camera is working cause I'm using FaceTime.

Ok.. I simple reboot fixed it, not hard reboot. Still don't know wha causes this.
 
Facetime app background iphone

I know this is old thread but here is your answer to facetime background issue...
In general - accessibility - reduce motion" turn to "OFF"
