yes, it does. My brother has the GM on his iPhone 4 and we have used FaceTime Audio. Works well!

it doesn't work

I have installed iOS 7 on my iPhone 4, it supports Facetime audio only over Wifi and not over 3G, that's actually the saddest part.

Facetime Audio/Video only works on Wifi on the iPhone4.
