FaceTime don't work plz advice

Hi I tried to FaceTime my friend who is gone Iran. from my phone ( in london) when I had wifi on I tried to FaceTime my friend who also had his wifi on once he accepted it said connecting after 10seconds it said "not available for FaceTime" when I sent him a iMessage I notice first few times it sent as a text message but after a while it got sent to him as a iMessage. Which I think means I message is working. Plz could someone here on help me or advice me on what to do and why it might have said connecting but didn't go through ?

I tried to FaceTime when I was in
Macdonalds using their wifi, my mate said maybe macdonalds don't allow FaceTime on its wifi ? I don't know if that's possible or he was just kidding with me lol. Thanks if anyone can help : )

Maybe the person you're trying to FaceTime doesn't have a good WiFi connection.
