iPad Facetime-less Device?!

bought my New iPad from Dubai and to my surprise It doesn't have Facetime on-board I discovered that it's not available in dubai as said on Apple's website. I'm out of Dubai now so can't return that so my question is
1.Will a custom firmware solve that problem ? if yes a guide is needed if you please
2. Is there a tool or patch available on Cydia for that?

any help is greatly appreciated

I'm not sure. This thread says it's blocked according to the IMEI https://discussions.apple.com/thread/3030585?start=0&tstart=0

You will have to JB and install a patch.
But if you ever update to stock firmware in the future it will be gone again.
