FaceTime options for off-carrier iPhone?

I plan on spending time abroad and would like to use FaceTime. I don't want to use my AT&T service at all, and my iPhone 4 is locked and on iOS 4.2.1, so I can't unlock it. Can I FaceTime using the phone in that situation?
