At the moment, apple only let's you FaceTime over wifi. But what happens if I turn on personal hotspot on my iPhone and connect a ipad2 to the phone over wifi. Can I then use FaceTime on my iPad??

Just to be clear it's not apple that stops use over 3G.

Yes, works perfectly (long as you have a good signal/speed).
