facetime over cellular on AT&T?

I'm wondering how to set this up. I have unlimited data and would like to use it, I also have unlimited minutes if AT&T uses those (at least I think that's the reason they won't let people just use it over cellular)

Not possible unless you switch your plan to a Mobile Share Plan.
