FaceTime Prompting

I didn't see this on any other thread but I am having a problem with sending someone a notification that I want to have a facetime chat. It works if I call the person on the cell line, then switch over to facetime. However, if I initiate a facetime call to someone they don't receive a notification, it just shows one missed call.

Any idea why?
