FaceTime still available after being removed

I have FaceTime disabled thru restrictions on my son's phone. However, he is still able to make and receive FaceTime calls. If it is restricted, how is this happening?

Have you disabled FaceTime itself (from Settings > FaceTime)? How is he able to make FaceTime calls?
