So just to understand--- if I am on wifi and connected, will this automatically go on wifi as opposed to cellular or is there something else that I need to do? Is it the same when I am receiving as opposed to calling?

Yes that's correct, essentially just like any other data usage.
 
I do FaceTime frequently with my kids on their iPods, and I haven't noticed a significant data usage increase. I do it using cellular data by the way, not wifi.
