I understand the iPhone 7 plus doesn't have facial recognition but I have a banking app (USAA) that uses facial recognition, fingerprint and PIN. Today I set up facial recognition and it works pretty good.
Does this mean I should be able to set up facial recognition top unlock phone?

Custom facial recognition that might be created and used by an app is not the same as something like Face ID. The options for locking or unlocking your device are those that are offered by iOS, and on phones that don't support Face ID iOS doesn't offer that option.

Banking apps are unnecessary. Every bank that makes an app also has a perfectly functional website that often has more features. The app provides nothing that the website doesn't. I have no idea way they even make these apps. They don't do anything differently (except maybe track you).
