Factory Unlock iPhone 3GS 6.1.3?

Hi, I am wondering if my old 3GS on 6.1.3 (latest firmware) can be factory unlocked. My research on Google has been proven to be unfruitful as most people with these older iPhones are unlocking them by jailbreaking and flashing an iPad baseband to their phone.
