There are a lot of sellers on eBay who are taking pre-orders for Factory unlocked iPhone 4. Safe to buy now? btw they're going for around $800 - $1000.

Why would you possibly pay $800 for something that you can pre-order yourself in a few days for 3/4's of that price?

It doesn't make sense. Be patient. Wait for it to be released or at least for pre-orders to open.

I'm not really trusting of ebay when it comes to some expensive gray-market electronics.

You're paying the extra money for the unlock, if you buy a contract free iPhone 4, it will still be locked to AT&T.
 
I'd say only if the seller has a good history of selling unlocked 3G and 3Gs iPhones.
