Factory Unlocked - Nano Sim Not Included?

Noticed Apple online order system is NOT asking what Carrier's Sim you want with a factory unlocked phone in Canada.

So we have to track down a nano sim and pay for it before using the device?

Pretty sure they asked last year, or with the LTE iPad...
