If you mean sim free then between now and next September.

In reality, probably 2-4 weeks. Was 2 weeks last year.

I believe he is referencing the sim free model.

there is a difference between Sim Free and Factory Unlocked...

Sim-Free will get it with no SIM, but whatever SIM carrier you pick, will get locked to that.
Factory Unlocked means Factory Unlocked, whatever SIM you pop into it, will work.

Factory Unlock for me always, I don't want to be tight to 1 carrier if I decided to change at some point, and it is cheaper to get Sim-Only plan (this is in the UK at least).

I've never heard of a sim free iphone locking to a carrier in the US.

Linked to any carrier or will work with any carrier?
I just want the official Factory Unlocked that will work with ATT/T-Mobile. When I got my 6+. the factory unlocked offered more radio bands for Asia.

That isn't true, Sim-free will remain unlocked even after you pick a carrier. You are probably talking about those built-in Apple sim card on the iPad Pro. Not sure about Europe that sim-free never gets locked in the U.S once activated.
